UNITED NATIONS SECRETARY GENERAL

Introduction:

The United Nations Secretary General is the chief of Secretariat, which is amongst the main agencies of United Nations. The UN Secretary General is the factual representative and also the chief of United Nations. Ban Ki Moon from South Korea is the present Secretary General of the United Nations. He was incepted as the Secretary General on the 1st of January, 2007 and the term would expire on the 31st of December 2011.

Role of the Secretary General:

The Secretary General is mostly considered as a ”world moderator”. As per the Charter of the UN, the Secretary General is described as the organization’s “Chief Administratrive Officer”. The official home of the Secretary General is situated in Sutton Place in Manhattan in New York. It was mostly constructed for Anne Morgan in the year 1921 and subsequently gifted to the United Nations in the year 1972. It is a magnificient Four Storey house.

Selection Procedures:

The Secretary Generals are elected for a period of five years. Most of the Secretary Generals have got selected for a period of two terms. As per the UN Charter, the Secretary General has to be chosen by the UN General Assembly with Security Council’s nomination. The selection is dependent upon the veto exercised by any of the permanent appendages of Security Council. Secretary General from any of the nationalities of the permanent members is not taken into consideration. The successive candidates for the post of secretary general are appoined through rotational process. This has mainly resulted in no secretary General of North American Descent. Another unofficial necessity for a secretary general is the conversation in both French and English. It is generally observed that most of the secretary generals are usually low-profile candidates. High profile candidates are mostly rejected for the post. Only one secretary general has died whilst in office. Early efforts were made by certain leaders with regards to the abolishment of the post of the Secretary General. Prominent amongst them was Nikita Khrushchev of USSR. An alternative proposal from the Soviet union was suggested whereby, the post of Secretary General would be replaced by a council comprising of three prople called a “Troika”. This suggestion failed due to the lack of support from the neutral powers.
